Due to certain issues with some clans uncovered unfortunately only recently, we need to investigate those before we put everything in play - it would then be quite hard for us to change the already started season.

How many teams from each division will progress?
If a player changes their voobly name, while still being the same account, am I able to just update the team roster, with no penalty as they are the same player, or do they need a week. Alternatively, is it even necessary to update the roster??
And is there an official time frame for the group stage somewhere?

Most of the possible questions will be answered in the season opening post and/or the Guide to Season 38, though your Player-List one is a bit specific, so here is the answer:
Firstly yes, you need to keep your Player-List up to date, to allow clans to know who can play for you, and to prevent some fishy stuff from happening If a player just changes his nickname on his account, leave the original nick on the roster and include the new one as well - since Voobly shows the previous name and it works in the search function as well, there shouldn't be any problem even from the players.
Btw just going to remind everyone here - every player needs to play on his/her Main Nick:
A Main Nickname is a name under which the player is primarily known. Clearly recognized derivatives of the Main Nickname (minor variations such as an alternate spelling or a username with additional/different underscores) are also eligible for use by the same player. Only the Main Nickname needs to be registered on the Player-List.
