just wondering if it is done randomly or if they are chosen based on past performances? just curious

We put all the names in a hat and shook it up, then read them off at random.
Actually, we picked them, but we probably would've gotten more balanced divisions had we done the randomly

You have to seed them otherwise it would be retarded. It's ideal to say it was "randomized" though, however, that's usually not the case.

We try to make the divisions as evenly balanced as possible, but there's no set formula.
The fact is that a lot of clans are basically interchangeable, as far as balance goes. For example, we could switch around SkWzZ and hope, and there wouldn't be any real difference as far as the balance was concerned. Same for ViE and FsE, or for WARLE and WOTC..
Within each "tier" of similarly skilled clans, the assignments are random, while still allowing us to have balanced divisions overall.
